 It seems like we're going to deactivate the edges, since this is a common
 problem.  That should take care of things, for the most part.

 However, I have brought up the solution mentioned in (1) several times,
 and I think we should implement it regardless of whether or not the edges
 activate the frame.  Making this a universal behavior should be the goal.
