 The abstract way is easy, low-CPU, and probably even looks better. You
 just draw the frame color (pure black?) without the icons and such. It's
 an overpaint, followed by the icons appearing. The icons could fade in.

 Moving the frame with the icons showing isn't going to look right because
 of the corners. The sides and corners must move in a unified manner. The
 only way such an animation could make visual sense is if it were more of a
 zoom-out effect, which would probably involve scaling down the normal
 screen content and thus wanting OpenGL.
