#981: laptop sometimes boots without wireless interface present

I've noticed a "boot without wireless" problem that has come up on both B1
and B2 units but it can't be reproduced consistently and a hard reboot
seems to resolve it: the laptop will sometimes boot with the wireless
interface missing.
- "ifconfig -a" shows only the loopback interface (and any external USB
interfaces we may have plugged in) and the usb8xxx module is of course not
loaded
- I don't see any mention of the 8388 device in dmesg and /sys, it looks
like it's not present at all
While this does not happen at every boot, it does seem to happen fairly
often (I estimate one out of five boots on a particular B2 laptop). Some
laptops never do this, while two or three definitely do. The build
installed doesn't seem to be a factor and I suspect this may be a
hardware-related issue.
Attached are dmesg output from a "with wlan" (normal) boot and a "no wlan"
boot. The "no wlan" differs in that I see USB errors like these:
{{{
