 One more note on this...

 When we disable in the wireless firmware the GPIO2 (WLAN_WAKE) retries,
 the host will fail to wake up approximately every 3rd time.  cjb put a
 scope on that signal and did not see anything suspicious, so it all points
 to a problem in the EC code?  As reported above, we are using q2c17.
