Comment:

 Hmmm, well I'm not sure that it will be easy to hit this accidentally
 while navigating the activity ring, since it should only appear upon
 secondary rollover (which takes 1 second to reveal itself).  However, It
 still poses a problem within the list of other actions in the menu.

 We've done a good job of avoiding "popup" dialogs thus far, and I'd hate
 to have to introduce them for something like this.  Here's a proposal that
 might have a similar effect.  What if the Shutdown action actually has a
 submenu, which included "Shutdown" and "Restart" options?  One would have
 to select one of these from the submenu to confirm the action; We wouldn't
 need an explicit "Cancel" option, since the menu can easily be dismissed
 in the conventional way without making a selection.
