 Changing Etoys to do this is not hard (it slows down the start up, as
 bunch of widgets needs to be recreated with different labels and strings).
 However, is it really what should happen?  I would imagine that for each
 language group, we make a disk image with apps already preconfigured for
 that language and culture...
