#1765: Tooltip for color name in Paint needs to be adjusted

In the color editor in Paint, there is an option called "Color name." The
tooltip says that you can change the name either a hexadecimal color
value, or simply a regular color name such as "orange." However, the
latter part of this tooltip is incorrect. You can enter orange or whatever
word you like, but since there is no way of saving colors, it's kind of
pointless, and whatever name you choose will simply be reverted to
hexadecimal color code if you close and then reopen the color editor.

The use of the color name function seems to be to alter the color via
entering a hexadecimal color value, but the tooltip makes it seem as
though the color name function is merely descriptive. This should be
 changed for clarity.
