Comment:

 I talked to Ivan about the public keys and he said there is no inherent
 reason that the public keys need to be exposed to userspace (see #1496).

 The only software component that looks at the public keys is the firmware
 secure update facility.  Therefore, I plan to insert the public key into
 the firmware coincident with the addition of the firmware code that uses
 it.  Doing it earlier is a waste of time and serves no useful purpose.

 The released B4 firmware already has support for exporting the complete
 manufacturing data tag set in the device tree.
