 In order to allow quanta to write the SPI flash and to avoid activation
 during checkout testing, we disable activation and allow writes to the SPI
 flash unless the first manufacturing data tag is changed from 'ww' to
 'wp'.  Our B4 machines still have this tag set to 'ww'.  This should be
 fixed before CTest so that we can test that the activation and write-
 protect processes work correctly.
