 Any time the SPI flash gets written, the lease is never created.  The
 system powers off in that circumstance, before returning from update-
 firmware to update-both to update-activate-and-boot.  It's a bug in the
 EC, preventing us from restarting the EC cleanly after rewriting its
 firmware.  (Mitch and Richard know about it.)

 update-firmware should reboot, not poweroff -- the poweroff is due to a
 hardware bug (and incorrectly sized reset pulse, I believe).  The
 activation lease should be written after the reset, but you couldn't see
 this due to the firmware naming issue, which has been fixed in the latest
 autoreinstallation script.

 I did reorder writing the activation lease, though -- better safe than
 sorry.

 Closing this bug as fixed.
