 Well, it happens in X too, assuming that OHM doesn't involved.  Basically
 the "sleep" file in sysfs  only sets the sleep bit in the DCON.  This is
 intentional, we broke down the DCON functionality into the most primitive
 operations so that the policy managers could mix and match.

 If we deem turning the backlight off is an absolute requirement when the
 DCON is put to sleep, then  we can make that happen in the kernel, but
 only if we're 100% sure thats what we want.  Otherwise, we're inserting
 arbitrary policy into the kernel, and nobody wants that.
