 The device icons are sitting in a tray, and as such should follow the
 behavior for "anchored palettes."  That is, rather than appearing with a
 corner at the position of the mouse, their rollovers should appear above
 the tray, connected to them just as in the design for activities in the
 lower edge of the frame.  Moreover, the primary rollover should provide
 the name of the device -- "Eben's flash drive" -- as text.  The
 ''secondary'' rollover should have capacity info and a list of possible
 actions, with "eject" among them.  Clicking the icon itself at any time,
 regardless of rollover state, should select the device and nothing else.

 As a side note, the specification for "floating palettes", such as those
 in the mesh, is that regardless of placement the actual cursor position
 should never overlap the palette.  An immediate click after a palette
 appears (before the cursor has moved) should dismiss the palette again,
 not select an option from it.  I'll open another ticket for that.
