 After discussion with Eben, here is what we need for the interaction
 between ToolButtons and Palettes. (Eben feel free to update/correct any of
 what I say)

 We need a normal ToolButton that when hovered shows the Palette, this is
 already implemented. (Moving the mouse away from the button/palette hides
 it)
 We need a second type of button that has a small arrow underneath.
 Clicking that arrow would immediately show the Palette but it would not
 hide it unless you click the arrow again.  In both cases, hovering the
 button would still show the Palette.

 The 2 types of buttons could either be normal, toggle or radio.
