 Er, no it doesn't.  Arrow key rotation is basicly trivial, and I can think
 of three seperate ways to do it. (Fiddle with setolpckeys, so we can rerun
 with different arguments on rotation.  Fiddle with setxkbmap, run on
 rotation.  Sense in the applications and just change the meaning on
 rotation.)

 None of those require X 1.4.

 Touchpad rotation wants 1.4 though.
