 This will be fixed as a side effect of hiding X startup
 altogether.

 I hace code in place to freeze DCON in /usr/local/bin/dcon
 and unfreeze it when sugar has finished initializing.

 I've not yet enabled this code because #519 is still
 awaiting feedback/consensus.
