 I'd like all ticket notifications for the "etoys" component to be
 automatically forwarded to the etoys at laptop.org list. That is, the cc
 should be prepopulated with that address.

 There is an additional problem in that mails sent from trac do not have a
 valid "To: header. This seems to make mailman reject that message
 ("message has implicit destination").
