 We are well beyhond feature freeze, we should be restricting the scope
 rather than increasing. Also Tomeu makes a good point.

 Effort is hard to quantify since I haven't even started thinking about how
 to implement the feature. The design integrate bookmarks with global
 history which we don't have either so we should work on refactoring it
 into something which make sense without a history. Dialog-like palettes
 might give us problems at the toolkit level.
