 The "Activity" tool bar is selected for most activities.  I always have to
 click on another toolbar tab to get a toolbar that will perform the most
 basic functionality.  For example, the Browse activity opens with the
 Activity tool bar selected.  I *always* have to change to the Browse
 toolbar so I can enter a URL.

 I would propose that the HIG require that most used features of an
 activity be accessible immediately in the tool bar.  A user should not
 have to do the extra step of finding the toolbar with the action they want
 if that action is normal workflow.

 I would also suggest that the buttons in the Activity toolbar be
 persistent is some way.  Either they always are in the tool bar, or they
 are in a seperate area that is alway available.
