 Right now, if you press and hold the up/down keys while within an option
 menu popup, the selection will endlessly loop in either direction.  This
 can be very disorienting in long option menus, and can be frustrating in
 general when you want an option that's near either end of the list since
 you can easily bypass it and end up at the opposite end.

 Of course, I agree that allowing looping is an extremely useful thing,
 especially for long lists.  However, the selection should "stick" when
 reaching either end of the list, requiring the key to be released and
 pressed again in order to "jump" around to the other end.

 Using this interaction method, repeatedly tapping the down key will
 naturally loop you around to the top of the list.  However, the looping
 won't happen when you only hold down a key, which forces the button press
 which loops to be an explicit one.
