 As I've added a number of bugs about the tray within the Journal, it's
 becoming apparent that we really need the tray to be a first class control
 sooner than later, with a simple API and the ability to integrate in any
 activity.  We should make that a goal for FRS.

 It should be toolbar gray.  It should support tabs.  It should support
 rollovers.  It should support paging.  It should support drag'n'drop.  It
 should support reordering.  It should support scrollbars.  Etc.  It will
 take some work, but it's critical to many activity designs.
