 The spec for toolbar buttons places a 75x75px black square behind the
 button upon rollover. This should integrate cleanly with the rollover
 palette.

 In current builds, this is instead represented by a rounded button-gray
 rounded rect, which is actually supposed to be used for the
 pressed/selected state instead. However, it should have dimensions of
 61x61 px.

 This gives 4 possible display states:

  1. Unselected, no rollover - no graphic, button default state
  2. Unseletcted, with rollover - black square
  3. Selected/pressed, no rollover - rounded gray rect, no black square
 (for buttons with state)
  4. Selected/pressed, with rollover - rounded gray rect on top of black
 square

 The attached screenshots should make this a bit clearer.
