 Oops; the link above points to the wrong discussion.

 The basic issues are that

 1) Rainbow needs access to the DBus buses, so we need to agree on how
 access to the buses is going to be shared. The easiest solution may be to
 have Rainbow be responsible for starting DBus.

 2) Eventually (though not in the immediate term), we want Rainbow to be
 containerizing system services (where possible). To do this, it helps to
 be started very early.
