 When there's no Internet connection, Avahi seems to be bouncing around.
 The result of this is that sugar-presence-service takes so much CPU time
 that the UI becomes unresponsive.

 With an uptime of 35 minutes on a freshly installed build 486, sugar-
 presence-service.log is 1.5MiB and growing.

 Filing this on NM because Avahi has no component.
