Comment:

 Okay - I build a fresh driver straight from HEAD and tried it with my
 vanilla 1.3 server.  xset dpms force off|standby|suspend|on - all worked.
 Took the same driver and threw it at build 482, and DPMS is indeed broken
 there.  Something is rotten with the F7 server - reassigning to jg for
 reassignment to the right persons.
