Comment:

 The interface is through the journal. If you download a PDF, it should
 auto-launch read, and then that read activity instance (tied to the PDF)
 should be in the journal.  To get the PDF back, go to the journal, find
 the entry, and resume it.  If parts of that process are broken (for
 example, the download doesn't auto-launch Read on success), please file
 bugs against those particular components.  But Read should not have file
 open buttons at all.
