 I think I'm going to establish a new policy here: no
 additions/substitutions should be allowed without a footprint and
 dependency analysis, so a decision can be made on some data.

 Orospaker: you made the request, so you do the work...

 At some point, this will have to become a zero sum game and for whatever
 we add, we'll have to subtract.  So, for example, should we remove vi if
 vim goes in, and what is the footprint difference?
