 The busy cursor (and most other standard cursors) are in fact in the base
 cursor theme.  It just so happens that the Mozilla codebase refers to a
 bunch of proprietary cursor identifiers.  We have this list, and by making
 aliases to those names the next time we export the cursor theme we will be
 able to override them and things will work properly.
