 Ethernet multicast doesn't seem to work on the mesh. This breaks IPv6
 neighbour solicitation, which sends to Ethernet multicast addresses. For
 example, when I have two machines on the mesh and I run this to make one
 of them attempt to ping the other...
  # ping6 -I msh0 fe80::217:c4ff:fe01:1a3d
 ... on the _sending_ machine I see outgoing packets to Ethernet address
 33:33:ff:00:cb:98, but the remote machine sees no incoming packets.
