 I think we should try something a little conservative.  I ''think'' that
 1.5 seconds is conservative enough, though seeing it in action is the only
 way to be sure.  Let's go with that for this round, and tweak it once we
 get some feedback on the B2 build.

 I'm not sure what the velocity threshold should be.  I would argue that it
 could be really low, but feel free to experiment with it as you program
 the behavior.  With 200ppi, I would guess that we would by fine saying
 that the frame shouldn't activate if the mouse has moved more than 1/8
 inch (25 pixels) since the timer started;  maybe even lower.  Mostly, the
 user should have to pause nearly motionless until it is invoked.
