 I'm not sure this is worth fussing with.

 At some point, we need a way to set things like this.

 Making it default to GMT won't make it right much more of the time.

 If someone were motivated to bother, I don't mind if it gets changed to
 GMT.  For now, I'm marking it won't fix, and cc'ing Eben to remind him a
 UI for setting timezones is needed.
