#727: Need consistent visual style for button "pressed" states

This is a standard and expected behavior, but we don't yet have a visual
style in the spec. That results mostly from the fact that the design of
all of the controls hasn't yet been completed either. It is underway,
though, and so I'll provide a more detail once I have a consistent visual
spec for them.
One item of interest is that, with SVGs, we can easily modify stroke and
fill colors without the need to include a separate "pressed" state for
every button. I'm not sure if that's a good idea, though, since it limits
developers who may have some other visual change beyond color that better
indicates the effect of the press. Until there's a more detailed spec,
feel free to post comments and suggestions.
Related to this ticket, please also discuss the need for rollover states.
Most OSes don't actually have rollover states, so perhaps we don't need
them. On the other hand, most OSes use shading/gradients to make buttons
look 3D, and therefore clickable. Our interface doesn't have any such
clues, so perhaps we do need something on rollover to reinforce the
clickability of buttons. Thoughts?
