The system must always be able to override an activity's icon (I agree it
is a bug that right now Sugar does not implement using icons from the
theme, but it is a limitation that does not cause other problems, and
should not go in at this date in the BTest-2 release process.
The reason for and activity's icon being overridden is that for
accessibility, depending on the type of disability of the user, different
icons may need to be substituted to improve visibility (e.g. high
contrast/low contrast/oversize).
This sort of provision for disabilities is mandated by law in the US and
many other countries. It is why additional themes are present in Gnome
for this purpose, for example.
I expect we should make this explicit in the HIG, with appropriate
references to other disability work.
Please rework the patch in this fashion, and we'll consider it for
BTest-3. I'm reassigning this to Eben to get this information into the
HIG.
