 There is a section in the HIG for this, but it isn't filled in yet.  Since
 the UI has to function in grayscale mode, graying out the icons won't be
 strong enough.  In order to handle this, we're going to take advantage of
 the vector-based stroke/fill icon format.  Inactive icons should be
 indicated by rendering only the stroke, in white, with no fills.

 I'm not sure about the single click activation.  What does it mean to
 "activate" a chunk of text that was recently copied?  It would be
 different depending on wether the element in the clipboard is a clipping
 or an entire object (such as a drawing activity object).  The best option
 I can think of if we support single click is to make the default the first
 item in the actions list of the rollover.  Still, since we want to support
 keystroke copy/paste as well, a single click might just be used to
 indicate the active element of the clipboard, so that future paste
 keystrokes paste the selected item.
