Comment:

 One click should be enough. What I think it's happening is that, as the
 icon only gets activable when the download is complete, the first attempt
 to open the doc was done when the pdf was still downloading and it only
 opened at the next attempt (when it was finished downloading). So the
 solution here would be giving the user feedback about when he can open the
 doc (by disabling the icon, for example).

 So, for solving this issue we can disable the icon and the menu action
 when the downloading is in progress. See ticket #695 for more details
 about how we are going to show a disabled icon.
