 Added the -DHAVE_STRCASECMP to xorg-x11-xkb-utils 1.0.2-2.2.olpc1.
 Empirical test result:

 <Mercury> ajax: Brings it from ~740ms per run, to ~413ms per run of that
 function.

 Which should show up in build219 and later.  So that's item a anyway.
