New description:

 Booting the system is very long (>2 minutes for Build 194).  This is a
 collector bug for individual issues to keep track of progress in this
 area.

  * CAFE as FPGA is much slower than the ASIC (this affects both file
 system mount time and application startup time)
  * #610 Unneeded SSH1 key generated on first boot (only affects first
 time)
  * #194 Add bootchart to tinderbox.
  * #522 LB needs to know what the PCI bus speed is
