 Having done some more poking, the results are interesting.

 Including X overhead finding, initing, then deciding to turn on devices,
 it takes roughly 1521ms to go from the first poke for devices, to the last
 turning things on.

 37ms of that I might be able to easily optimize out of xf86-input-evdev
 proper, the other 1484ms is spent in two calls to
 XkbInitKeyboardDeviceStruct, one for each keyboard device.

 Tracking down the time in xkb could be somewhat more, ah, interesting, but
 we should try.
