#679: potentially wake up for telephone like ring alert

The only difference between a computer and a dedicated VoIP phone is that
the phone is always listening for incoming calls, even when it is "off" or
idle. A typically computer can't be listening all the time because it
draws too much power. Of course the OLPC laptop is different. So it should
be possible to re-program the mesh router to wake up the computer if there
is an incoming connection on a particular VoIP port so the laptop can play
some sound to alert that there is an incoming call.

If this is already possible then please close this bug. Otherwise, it
seems like it could not be more than a trivial change to the hardware to
 support this kind of functionality.
