New description:

 When the web activity loads, it should point to an index of local files,
 rather than to Google or a blank page.

 Until we have an interface for browsing text, media, and other files on
 the laptop, this index can also provide a simple way to access and display
 text and media.  If the index is automatically generated, say from the
 list of files in a specific directory, the default way to load them from
 an external drive onto the laptop could be to copy them into that
 directory.

 (nb: why doesn't the web activity have its own component?)

Comment:

 Marco - a start page is exactly what we should have; listing available
 files.  One of the links could be a raw directory listing so that there
 was a one-sentence explanation of how to view new files through the
 browser ("copy files from an external drive to ~/Library/other , follow
 the 'other files' link from the start page").

 Ivan - that sounds right.  Please start with /var/www/content/Library/ ; I
 will update that directory so that it contains a suitable subset of the
 maps, Wikipedia snapshot, and images that we have.  Is there any chance we
 will be able to play sound files from the browser soon?  There are some
 audiobooks I would love to add.
