Comment:

 Because it is a significantly new component and they were kind enough to
 follow the process I asked for in the schedule message.

 Now if you'd like there to be no control whatsoever on what people throw
 at you ;-), up to the last minute...  I think we have to develop a light-
 weight process for things that go into the base system image, to avoid the
 chaos of BTest-1.
