 When the web activity loads, it should point to an index of local files.
 This solves the problem of the web activity seeming unusable when there is
 no internet connection available.

 Until we have an interface for browsing text, media, and other files on
 the laptop, this index can also provide a simple way to access and display
 text and media.  If the index is automatically generated, say from the
 list of files in a specific directory, the default way to load them from
 an external drive onto the laptop could be to copy them into that
 directory.

 (nb: why doesn't the web activity have its own component?)
