#921: yum is very slow, but a new version is faster

Yum has been made many times faster recently (see [1] for one such
improvement), but we don't have the new version yet. This bug is to track
the new version making its way into our build. Seth Vidal has tested the
new vs. old yum, with the result that installing a single package took
1m28 on an XO, rather than the ~15 minutes it took before.
