#913: EC not going into low power mode.

In versions of EC code before QB61, the EC was left running, even if the
processor was powered off. This caused it to consume 27ma, which, if your
machine was not powered from a transformer (or the battery removed), would
drain the battery in a matter of days, unless the battery was removed from
 the unit.

The battery could be drained so low that it would not charge at all, under
some circumstances, as the voltage would get so low that the OLPC system
would not even detect the battery was inserted and would not attempt to
 charge the battery.

The BTest-2 systems have a "failsafe" trickle charger able to slowly
resurrect such a battery even if drained entirely, so this situation
should be recoverable on BTest-2 systems.

As of QB61 (or later) the EC code should be putting the EC into a very low
power mode, in which it will take weeks to drain an unused battery. Even
so, for long term storage, your best strategy is to fully charge the
battery and remove it from the laptop. This is true for just about all
 laptops out there.
