Comment:

 Shows up in evtest, and the block cursor goes from black to outlined in
 xterm, so it looks like sugar is grabbing the "keystroke" from hitting the
 rotate switch and not doing anything with it.  Marco, could you
 investigate?  A manual `xrandr -o left` works, so it doesn't look like an
 X problem.
