 I have a Kensington USB keyboard (that Andres sent to me from Cambridge)
 that exhibits the same behavior (failed to set device address 1), but only
 on Atest.  On Btest, it probes just fine (it has other problems that have
 been fixed, see ticket #539).
 The USB power switching hardware was changed radically from A to B1, so I
 expect that has something to do with the problem.
