#5782: School server WLAN not working due to netplugd problems

Starting with build 139, I'm seeing the Active Antennas on the WLAN fail
on installation of a server from scratch. A Antenna plugged in seems to
be fine at first, but quickly becomes unresponsive to iwconfig (and isn't
seen by laptops trying to associate).

Checking the attached /var/log/messages log, we see netplugd being unhappy
about something and repeatedly bringing the interface up and down. For
 example, the below messages:

  Dec 30 13:20:22 schoolserver netplugd[2825]: msh0: ignoring event

Dec 30 13:20:22 schoolserver netplugd[2825]: No interface name

  Dec 30 13:20:22 schoolserver netplugd[2825]: Callback failed

build 137 was using the xs-config pkg (libertas drivers and firmware) from
late Nov. 2007. The failing builds (use
build 140) use the latest libertas driver.

This was not seen upon updating to the same builds -- although that update
process may have failed in other regards (files in /etc/sysconfig/network-
scripts are generally left untouched in upgrades.)

Immediately after turning off the netplugd service, the system begins
operating quite well, with large file transfers working, etc...
