 Even when the series of activity icons at the bottom of the frame are
 fully left-aligned, the left button appears (and does nothing when
 clicked).  Likewise, even when the activity icons are fully right-aligned,
 the right button appears (and does nothing when clicked).  The same goes
 for the series of clipboard icons when the number of icons exceeds the
 size of the frame: when the list is top-aligned, the top button still
 appears (and does nothing when clicked) and vice-versa.

 These extraneous buttons confuse the user by giving an impression that
 further scrolling is possible.  The user first thinks, "have I not pressed
 the button hard enough?"  or "is the computer not responding to me?" and
 may press the mouse button several times before realizing that the list
 just happens to be fully aligned.

 In relation to the activities list, this may not be as much an issue for
 experienced users (who have already figured out how to use the arrows),
 but it increases the exasperation of new users, and reduces the
 intuitiveness for new users.  Regarding the clipboard, however, given that
 there are few differentiators between objects (see #5751), an experienced
 user may have ''no idea'' that the top of a long list of clippings has
 been reached unless the user actually selects one and opens it or pastes
 it somewhere, presses the up button, and does it again.
