Comment:

 When I hovered over the other 'Phil' in the Neighborhood view, the option
 to Friend them did not show up, like it does for everyone else.  I'm not
 entirely sure how to produce logs for this situation.  My nick has since
 changed, but I can of course change it to match someone on o.c.c.u or the
 like for testing.
