 Frame behaves inconsistently with Sugar Home:
  - After start-up, the frame surrounds Sugar home.  Pressing the keyboard
 frame key does nothing.
  - When returning to Home by pressing the keyboard "zoom" key, the frame
 surrounds Sugar Home. Pressing the keyboard frame key does nothing.
  - After calling up the frame from inside an activity using the keyboard
 frame key, and then choosing the Home "zoom" button, the frame surrounds
 Sugar Home.  Pressing the keyboard frame key toggles the frame on and off.
  - After calling up the frame from inside an activity using a corner of
 the screen, and then choosing the Home "zoom" button, the frame disappears
 after Home loads.  Pressing the keyboard frame key toggles the frame on
 and off.

 This doesn't break anything, but it is inconsistent, and probably isn't
 how it should work.
