 (Forgot to mention - I'm happy to write whatever patch people convince me
 is the correct one. I just think that since the original intent was to
 have a centralized list of bundles that should be de-isolated, we ought to
 simply fix the spoofing bug that Scott pointed out without changing the
 underlying model.)
